Uganda’s oil refinery delayed until 2029–2030 as crude exports start earlier

  • Crude exports to start before domestic refining capacity is ready
  • Refinery delay pushes back jobs, fuel security and value addition

 

KAMPALA, UGANDAUganda will wait several more years for locally refined fuel after officials said the country’s planned oil refinery is now unlikely to be completed before 2029 or 2030.

Commercial crude production from Uganda’s Tilenga and Kingfisher projects is expected to begin in 2026, meaning oil will flow before the refinery is ready. Until then, Uganda will export crude via Tanzania’s pipeline to the Indian Ocean, postponing domestic processing and related economic benefits.
