KAMPALA, UGANDA – The World Bank has lifted its nearly two-year freeze on new financing to Uganda, releasing billions of dollars in fresh funding and igniting both celebration and sharp warnings in Parliament.
The ban had been imposed in August 2023 after Uganda enacted its Anti-Homosexuality Act, which the Bank said conflicted with its inclusion and non-discrimination standards. With the restriction now lifted, lawmakers in October 2025 approved new borrowing of $1.341 billion and grants worth $328.3 million from the Bank.
