KINSHASA, CONGO — The Democratic Republic of Congo has agreed to receive migrants deported from the United States who are not Congolese, marking a controversial expansion of Washington’s migration strategy.

The arrangement, effective this month, positions DR Congo among a growing number of African states cooperating with the US on so-called “third-country deportations”, a policy increasingly criticised by rights groups and lawmakers.
