ADDIS ABABA, ETHIOPIA – Fresh fighting in Ethiopia’s Tigray region has forced hundreds of civilians into neighbouring Sudan, raising fresh doubts over whether the landmark 2022 Pretoria peace agreement can still prevent another devastating war.
